I created PDF Captivate Files and the end-users states Flash has to be updated before they can see the PDF captivate file. Is this correct or is there another issue here?

At this moment, an interactive pdf is Flash-based. Until a couple of versions ago, the Flash player was autoamtically embedded in the Adobe Reader, but since several years that is no longer the case, because Flash Player's EOL has been announced. That means that your end users, to view an interactive pdf created with Captivate need to install the Flash Player plugin for Adobe Reader. Just FYI: the exe files published with Captivate are also using Flash player. I strongly recommend to step away in time from all published formats that use Flash player, and focus on HTML output. If you are using the most recent versions of some browsers, you'll see that the Flash Player is no longer installed by default, end users have also to activate it in order to view the SWF output created by Captivate.

Thank you Lilybiri.  We use PDF files because the Internet connect for some of the end-users that will view it is slow. So we felt creating PDF files would be best.

Lilybiri is correct.  You are strongly recommended to immediately STOP producing any Flash-based content and focus entirely on HTML5 output.  Otherwise at some point (most likely with little or no warning) your organisation (or your clients) will be ringing you to ask why all of the PDF-based e-learning you created for them has suddenly stopped working.
