Question

play a video but use the slide notes for the closed captioning

I've inserted an MP4 that contains audio. Separately, I have the transcript of what is said on the video. How do I insert the transcription text into the slide notes and use the closed captioning option of the skin editor? I do not want to generate any audio as the audio is part of the video. Thanks for any suggestions.

The typical workflow to generate captions is to add text to the notes field, mark the checkbox for  TTS, generate audio, and mark the text as Caption. When you publish, text marked as captions are visible when captions are displayed.

I'd recommend you experiment with a segment of your MP4, import it to a project and follow the above steps. If you generate TTS and delete it, then check that the text is Caption text, does it damage the audio from the MP4?

I think it will store the tts file on the slide, but the MP4 audio will be unharmed.
