Playbar overlays mobile formats, even though "Overlay" is not selected. (CP9)

Overlay is not selected in the skin editor.  The playbar will display perfectly in a regular browser but will hide the bottom of the slide on iOS and Android phones (both landscape and portrait).  (The address bar of the browser will also hide the top of the presentation but I asked that question here: https://forums.adobe.com/thread/1852919?q=address%20bar)

Is this normal? Do I just move the branding information and buttons up in the slide master to accommodate or is there another setting I'm missing?

Which playbar do you use? I almost never use one of the default playbars but create custom buttons. Those tiny buttons will be difficult to tap on when using a small screen. Advantage of custom buttons is that you can control the size on the different breakpoints.

For responsive projects, mobile you cannot have a separate TOC because it would take up too much real estate.

Thanks Lilybiri!  It's less the TOC that I'm concerned about and more the bottom playbar in the skin. The more I look at it, I realise that its only a concern in landscape mobile.  For example. I can see here that all of the slide is showing:

But here the playbar (and also the address bar) take up that real estate.  This is as far you can scroll down. Instead of tacking the playbar onto the bottom of the slide like in portrait mode, it overlays it:

I'm also not a fan of how the rounded corners are distorted in landscape as it does not comply to the company's graphic standard (but I suppose that is a comment for a different thread)

It could be that mobile landscape mode is just something that needs to be turned off?
