Presenter hangs in Chrome and FF, but not Edge or Safari.

I have tested the same file in:

- Chrome v71.0.3578.98

- Firefox v64

- Edge v42.17134.1.0

- Safari (unknown version not my machine)

I am publishing Adobe Presenter 11.1 Build 189.  My test SCORM zip file size is only 4mb.  Nothing fancy.  Slides, audio, basic animations.  Same machine to publish.  Same wifi connection.

It hangs in Chrome and FF.  Plays fine in Edge and buffers a bit in Safari. This is true for multiple pieces of content.

When I asked my LMS folks about it they mentioned a pr_dummy file getting created.  Not sure if this has much to do with it as I have tested with it removed and still have the same buffering issues in Chrome.
