Problems with importing csv files for quiz questions in captivate

We have generated CSV files to import quiz questions in captivate, but somehow there are problems. What is the encoding used in captivate 2019?

    When CSV import was released with CP2017 I have tested the workflow. It worked well if you generate the CSV using the XLS template provided, but I had failures with an edited CSV or a CSV generated in another way. At that moment I decided to keep with GIFT import which is more to be trusted, after logging the issues as bug reports. Never tested again in CP2019, my bad. There are several solutions available to convert an Excel sheet to GIFT.
