Project vs Themes settings for TOC and Skin editors

Is there a difference between the Table of Contents menu and the Skin Editor when accessed via the Project dropdown vs. the Themes dropdowns?  Do they do exactly the same thing?  A little confusing.

    No, they have the same shortcut keys as well (but the one for TOC is not working in 9.0.2.437 for me).  The advantage of having them also in the Themes menu, is that it clarifies the components of a theme:

    1. Object Styles
    2. Master slides
    3. TOC
    4. Skin
    5. Recording Defaults

    There is not much available about the content of a theme, most users even ignore how powerful they can be, and that they make templates often superfluous.
