Publish to device app not working on all iOS devices

‌i I have built a very simple app no audio just text and butttons. I publish for device and upload to phone gap but the app will not run on all iOS devices - it runs on my iphone 5s but not my iPads it snags on installing?  It runs on galaxy tab 3.  Can anyone help troubleshoot? I have been trying to resolve for weeks
