publish windows 8 app

When selecting publish Windows 8 in Captivate 9  the "create certificate" option is greyed out and I get a "Fail" message when trying to publish.

I have downloaded the windows 8.1 SDK and generated a developer licence.

How do I generate the licence for captivate?
