Publishing a course to client who does not have Adobe Captivate

If you publish to SCORM from the Captivate project file on your computer and supply the SCORM to your client, then they do NOT need Captivate just to upload that SCORM to their LMS.

However, if you are supplying the Captivate project file to your client with the intention that THEY publish to SCORM and then upload to the LMS, then the answer is YES the client would need Captivate.

This would also be true if the client was intending to make later changes to the project and then republish a new version for the LMS.

So, which is the case?
