Publishing apps for iOS (beyond 1 device)?

Hi reading documentation within PhoneGap build product it seems that whilst you can publish an iOS app for an iPad (for example) you need to provide the device ID which would mean (again for example) you could publish internally say for a number of devices but could never publish your app to the app store for wider distribution.

Am I correct in this?  Any guidance much appreciated.
