Publishing Captivate 7

Product: Captivate 7, I have a questions regarding publishing and browsers. I choose to publish in flash and HTML 5 but keep getting inconsistencies across browsers. More importantly, there is no  audio on cell phone devices. I tried the following extensions, multiscreen.html for the cell phone: no audio, and index.html. This one doesn't play at all. What publishing format is the most versitile among platforms?
