Publishing Options for public use

I am creating an interactive captivate project for kids in public schools, what is the best method of publishing the project so they can interact with the components?  I know some components are also not necessarily maintained when published as html5 or responsive, they will be using tablets and mobile as well as desktop.

    Choose to create responsive project and publish the project in SWF and HTML both.

    I would publish to both SWF and HTML and let Captivate choose which version to present, by using the multiscreen.html to launch the course.

    If you intend the output to be accessible with tablets and other mobile devices then the only option is to create for HTML5, not SWF, EXE, or PDF.

    As you correctly said, some things that Captivate allows you to do with non-HTML5 courses must be eliminated.  This includes any SWF widgets, text animation objects, rollover objects, etc.
