Can I do a live video and a powerpoint with Adobe Presenter?

I think more information is needed.

Questions I might think to ask about that would include:

Are you wanting to take a separately recorded video and combine it with a PowerPoint?

Are you wanting to record webcam at the same time as you are recording a PowerPoint?

I believe both products (Presenter and Presenter Video Express) allow some form of that combination.
