Receiving SWF Compilation failed message in Adobe Captivate 2019 on Win 10 PC

Having issues when trying to Preview or Publish a project using Adobe Captivate 2019 on Windows 10 PC.  Issue initially occured when tried to Publish a project as a Video that was created from a PowerPoint Slide Deck.  Reviewed Slides to ensure no automation was there, and still had issue; however co-worker that still has Win 7 was able to use the same set of slides & Publish to a Video w/o any issues.  As a test, I have even tried opening a Blanket Project, and even with No Data put in the project if I try to Preview from Slide or Publish I get the same error.  Adobe Captivate 2019 is already set-up to run Compatibility Mode for Win 8, and get the same issue.  Please advise whether there is anyway this can be resolved, so that I can successfully use this product.

Which exact version, please? Look under Help, About Captivate to see the full version number.

Did you try to clean the Preferences?

The version of Adobe Captivate 2019 I'm running is 11.5.1.499.  I did try clearing my project cache, as well as running the 'CleanPreferencesWin.bat' file in the 'Utils' Adobe folder & still get the same results.  In addition, I've also tried uninstalling the program & then re-installing it.  Immediate after opening the program, after the re-install, I went to a Blank Project & tried to 'Preview From Slide' & still get the SWF compiliation failed message.

If this is a non-responsive project, the only Preview method which doesn't need Flash Player is F11, Preview HTML in Browser. All the other preview methods use a temporary SWF file.
