Reduce Speed Before Click happens even when off (Captivate 9, Windows 10)

Recently I got a new work laptop that is running Windows 10. (My previous laptop had Windows 7.) In Windows 10, when I publish my video, mouse movement appears to be reducing speed before clicks even though I have the "Reduce Speed Before Click" option off for my mouse objects. Has anyone else seen this or found a solution?

On both computers, the version of Captivate used was Captivate 9.
