ref.capture device offline

well I have been having problem with my capture  device. when I connect my camera a cannon 3CCC to adobe premier, the capture device tells me am offline, how can this problem be solved and be able to transfer videos from my mini DV cassette tape

will be waiting  for solutions. have tried some advices from the internet but they are  not assisting with my problem
