Resize/Crop image - Apply to All

I have multiple copies the the same image in my Captivate project. In the Library they are listed as the same image with the number of Usage Counts. I wanted to crop all of them the same. I thought I could do that by cropping one of them and choosing Apply to All in the Resize/Crop Image dialog box, but only the selected instance of the image was cropped. The Apply to All button doesn't seem to do anything.

What does the Apply to All button actually do?
