Responsive Design not working on LMS

Hello,

I created my first Responsive Design module.  I loaded it to my LMS as usual.  I expected when I was accessing it from my mobile phone I'd automatically see the screen design for the mobile phone.  All I am seeing is the design for the 1024 screen scaled down, which makes the text way too small and unreadable. 

Is there anything special you need to do or have to make responsive design modules work on your LMS?
