Responsive program not wokring for iphone and ipad?

Hi, I developed a training program using Captivate 8.  It was a responsive project.  I then  uploaded it to the LMS using Scorm 1.2.  I had several people test it out.  No matter what device was used, ipad, smartphone or computer, only the computer version was displayed.  This resulted in many text boxed being cut off and pictures being squished.  What am I missing?
