Responsive Time-based animation effect

Is there a way to set the width of a LeftToRight effect on an object?

I have an object that moves 200px to the right from the starting position on every device. However when the project resizes the LeftToRight effect distance resizes based off a percentage, I think, as well.

The object that has the effect is set to an exact size of 12px X 12px.
