Retake quiz button appears to be inactive

I created a non-responsive project with a quiz. The quiz settings allow 2 attempts to pass the quiz; however, when failing the quiz, the Retake button shows on screen, but when it is clicked, it does not navigate anywhere. The user stays on the same quiz results page. What could be causing this?
