"Reviewer App" for Captivate 2017

Are there any resources that explain the Reviewer App and how to use it?  Can my reviewer click an area on the screen and make comments there?  

Does this app even work with Capt 2017?  I downloaded the latest version I could find and it sort of worked, allowing me to make a comment, but I'd like to get my boss a copy so we can review courses without physically getting together.
