Rollover Caption on Quiz Page

I'm trying to insert a rollover caption on my quiz page. I want participants to be able to view a scenario on the page and then answer the questions. When the rollover caption appears, it looks like the quiz question and answer choices are on top of the rollover.

How can I get the rollover to appear on top? I have it at the highest spot on the timeline.

Help?

    All objects of the Question slides are automatically on top of the rest, that is the way they are designed, sorry.
