Rotation motion not working in preview and mp4

I have Captivate 9.  I added rotation motion to an image.  The rotation works fine on the single slide.   But when I do preview from slide or Preview in browser or publish to mp4, the rotation animation doesn't work.  I have used motion paths and entrance/exit motions with no problem.  This is my first try with rotation. Has anyone seen this?  Any ideas how to fix?

    Which exact version of Captivate 9? Be sure to use version 9.0.2.437.

    You talk about the Effect Rotation or Rotate to? The first is static, will just rotate, not show a movement. The second will show a real rotation.
