Are you looking for a worker or are you looking for a contractor because this is a job posting.

If you are looking for a contractor as the post suggests, why do you care where they went to school or for how long? The contractor and/or their company can either complete the project or they can't. They would need to understand the scope of the project before they can give you a quote though, so expect that.

Contractor suggests 'contract' not employee.  A company/contractor would be legally obligated to complete your project, assuming your contract states that, a worker would not.

I would suggest you ask to see a portfolio of completed work and client references if indeed you are looking for a contractor as you state. Also, someone with a degree in Organization Development, Human Resources Development or Technology (unless they are a programmer) is NOT going to be able to add value to the project as their degrees are not applicable. I don't know any HR people that learned graphic design, web or game programming, video production, voice lessons or advanced CP10, (as examples) from their degree in Organizational or Human Resources Development.

Just as a summary, based on the responsibilities and requirements you state in your job posting, you are looking for a:

  • Instructional Designer
  • Course Developer
  • Graphic Designer
  • Web Programmer and Developer
  • Game Developer
  • Video Producer
  • Video Director
  • Video Editor
  • Professional Voice Actor
  • Captivate 2017 Expert
  • Administrator (proofing and QA)
  • Project Manager

In ONE (1) person? Really?

I would think that a single person that has done all of these roles hasn't done most of them for very long and certainly could not possibly have 5 years experience in all of them. This is 60+ years of combined experience. If they started at age 15 at best, you be looking for someone in their 70s+.

Each of these is an individual career path and it is unlikely that one person could have the required 5 years of experience in more than a few. It appears the person that created this posting did not really understand the requirements of course building.
