self pace learning not working in html5 project

I have a captivate 9 project that has a TOC and the self pace learning option is checked. I published for resizable html5 and when I run it in a browser and close the browser and reopen it does not display a prompt. It just starts at the beginning. However if I run the lesson and go a few pages then click the browser refresh button then the prompt displays and it goes to where I left off. So, since that works I assume I have the captivate settings correct, but will not bookmark. I tried in both IE and Chrome with the same results.
