set up quiz reporting with restrictions?

I've set up 3 different folders in my webserver with the necessary course htm&swf reflecting 'Email Reporting', 'Internal Server Repporting', & 'Acrobat.com Reporting' and can properly view and interact with these course files.

In the 'Internal Server' folder, I have placed the necessary .php file in with my course and was able to generated the .xml score files.

QUESTIONS

1. With 'Email' and 'Internal Server' is nothing to stop a user from taking the course again and again until they get a score they like. With setting up the email option, here they can actually just type over their score?

2. I've tried using Acrobat.com...I set up 3 different acrobat.com accounts, but at the end of the quiz when I try to login to post results, I get 'Acrobat.com Login Error',
but I'm able to login to my acrobat.com website account using the same login info. Why am I having this problem?

3. Is there a non-LMS answer to being able to provide secure reporting so that a learner can only take and report their score once and without altering it?3
