Shapes in Static Fluid Boxes That Are Same Size Are Not In Preview/Publish

I converted fluid boxes to static and placed circle shapes in each one (there's a reason they have to be static). The shapes are all the same in Captivate, but when I preview or publish, some of them are much smaller. Is there a reason for this? This software is really buggy.
