Showing a Shape or Text on a Syncronized Video

How do I show a shape or Text on top of a syncronized Video while it plays?

I have moved the video to the Back Layer and the shape to the front layer but the Video covers them up. They show ok on an Event Video. I want to have an arrow point to specific items in the video.

‌Adobe Captivate 9

I bring in a Multi Slide Syncronized Video MP4 and place it on One Slide.

I then add an object like a shape.

I Move the Video to the Back and the shape to the Front.

I Preview or Publish and the Shape does not show-- it is covered by the Video.

IF I instead load the Video as an Event Video the Shape shows up just fine but my Video keeps playing when the user clicks the Pause button.
