Slide stops advancing in a question pool. (Captiviate 6)

I am not sure what is happening, but I created a distance learning class course a few years ago and it has been working fine.  I needed to come make some updated changes to the course.  We still use Captivate 6 (Government job) files

When I load the old files created back in 2012 everything seems to work great, except for the quizzes I created.  They are all based on Question pool with random questions. So I run a web based preview (I have exported the file as well) and I get to the first question click an answer and click submit and it will not go to the next question.   Looking back at the older version I put online back in 2012 this works just fine.   Any thought to why the quiz wont advance to the next question?

Can you check the Quiz Settings? What is the 'Required' option?

it is currently set for ANSWER ALL

In previous courses I have build it works fine.  answer the question click submit and it moves to the next question... I am sure there is something I am forgetting but it does work.

Try to change that setting to 'Optional'. It is even then possible to force the user not to skip a question, by dragging the Next button (which doubles as Skip button) under the Clear button. You can do that in the Quiz master slides.
