smart shapes scaling issue

I created a smart shape and I have it set to scale up 8x its size but when I publish its like its a jpeg but I though smart shapes were vector. How can I convert it to vector or make it not look so bad? Thanks

In Captivate SWF and HTML5 output shapes are converted to images at publishing.

In Responsive output you may find that shapes remain as vectors.

Captivate 9 now allows use of SVG images, but there are still a few issues with them.

Ok thanks for that answer so there is nothing I can do in Cap8 to make this look better I have to you Cap8 and I have to export as HTML. I did notice that when I preview it in SWF its looks perfect its smooth and as I expected it to look. If they are both converting the shape to an image I wonder why one would look better then the other.
