StartTrackingDataAtEnd SCORM template not available

I am having an issue where the score at the end of the course is not recorded properly at my lms.  Sometimes the score is accurate, sometimes it is too low.  The reason for this is that I have the scorm template set to default, and the course is being submitted to the lms before all the posts are complete because it is posting every time.  After reading the documentation, I found my answer by using the template "StartTrackingDataAtEnd", problem is I don't have this option, I only have default and custom.  Is this template available anywhere?  Is it supposed to be available where maybe a reinstall would work?
