SWF/HTML5 - mp4 not loading

on all browsers I get what looks like a loading bar but nothing happens. I used encoder and then imported the file back into the captivate file. I then published it as SWF. Plays fine in the project. Forget the HTML5, nothing works. Thank you

I resized the original .mov and converted to mp4. Ran it through encoder and added the video file to the project. Published and same results. File is tiny

Hi Steve, I am running Windows 10, 32 GB ram. I am using Captivate 2017 (10). I am using adobe encoder 2017. All are 64bit versions. I tried on chrome, firefox, and edge. Thanks
