Tab Order and Unnecessary Objects

Question

I am designing an online course that has to pass 508 compliance review. I am working in Captivate 8. One problem I am having is that unnecessary objects are being recognized and included in the tab order (i.e. text boxes and decorative images). These objects are not included in the tab order. I have tried the commonly referenced solution of unchecking the accessibility "auto label" but it isn't working. What else can I try? I have been told this must be fixed.

By the way, when I said they weren't included in the tab order, I meant that they were not included as a tab order component under properties. BUT, they do show up in the tab order when using keyboard controls.
