Table of contents with tab links to slides

I am creating some rather long modules with lots of review material.  I would like to create tabs in a table of contents that will allow students to choose a specific portion of the module to go to if they do not want to review everything in the module.  How would I do that?   Cooking example:  Section 1: Egg dishes  Section 2: Meat dishes  Section 3: Desserts.  Would I use a button with the action set to go to a certain slide?  Thank you!

    If you create slide groups, those will show up iin the default TOC on the highest level, and slides at the lower level.  If you allow free navigation by TOC the learner can shoose a group. However clicking on the gropu name will not navigate to the gorup, they need to click on the frist slide in the group.
