the fluid box button is inactive

Do you mean that it is dimmed? On which slide are you trying:? If it iis a slide based on the master slide 'Title', the button is dimmed because that slide has already one Fluid box covereing the slide, in which the Title placeholder is inserted. When a fluid box has at least one object inserted, you cannot add more fluid boxes to it.
