The procedure entry point SetGestureConfig could not be located in the dynamic link library USER32.dll

I've downloaded Captivate 8.0 on my laptop running Windows Vista Home Basic.  I had previously installed Captivate 4.0 on the laptop,which I had uninstalled prior to installing Captivate 8.0.

When I try to launch the application, I receive an error message that states:  "The procedure entry point SetGestureConfig could not be located in the dynamic link library USER32.dll."

How can I resolve this issue?
