TOC Opens, Then Closes in IE

When I select the TOC navigation bar button, the TOC will open then immediately close.  I have it set to overlay.

This only seems to happen with the SWF courses.  When I open an HTML5 course in Safari, the behavior is normal.

Any ideas?
