TOC temporarily stuck

I have a course publishing to HTML5 with a TOC. Once the package is launched, the first manual selection in the TOC is stuck on pause. If I skip to another slide everything starts working as expected. It's just that first TOC navigation that gets stuck. Any thoughts?

I am running Captivate 9.

First time I see this issue posted on the forum. Do you allow totally free navigation with the TOC? Do you have action triggered by the On Slide Enter events?

Yes, it's free navigation. My "On Enter" action for most slides is "Continue".
