The information you provided is too limited. You can have attempts and resets on many levels:

for a question slide
for a drag&drop slide
for a knowledge check slide (both based on question or drag&drop slide)
for a complete quiz
for any interactive object: button, click box, Text Entry Box

Is it possible to explains which one you are talking about?

A drag&drop slide as scored slide or as knowledge check slide?

It will not behave completely like a normal quiz nor KC slide. But it is perfectly possible to have 3 attempts. You don't have all the feedback messages (like Retry, multiple Failure message) you get in a quiz slide. These posts may help you to emulate those feedback messages:
