Trouble Installing NeoSpeech in Captivate 2017

Hi,

This is the link I downloaded the files.

Once I download the file, I open it where it contains a bunch of files. When I double click on setup file, I get an error stating its missing a file.

If anyone has a step by step instruction of how to install the voice, that would be great.
