Trying to make stacking work with a rollover Image on a quiz question slide

Captivate 1.1:
After adding a rollover image to a quiz Question Slide, in edit view Captivate allows me to right-click on the image and select "Bring to Front". Just as I would expect, the image displays (in Edit mode) in front of all content on my slide, even quiz elements such as the quiz questions and quiz buttons.

However, when I preview the movie or publish it all of the quiz elements show in front of the image instead.

Captivate 2.0:
I still experience the same problem in Captivate 2.0 except the various stacking options (e.g. "bring to front") don't seem to be available for any objects on quiz Question Slides.

Anyone know a workaround on this or is this just a hard constraint of the tool? Is there a way to ensure a rollover displays over the top of quiz elements?

The order of the layers at the top of Captivate (authoring) matter. The
further down an item in that order, the further behind that item will
be. In other words, the highest layer at the top will be...on top.
So it may be worth playing with the order of you layers to see if that
helps. On the other hand, one colleague is very frustrated with how
Captivate (1.x) seems to reorder those layers randomly at times...

I just double checked the layer order and in both cases (1.1 and 2.0) the "Rollover Area" is the top-most layer. Interestingly, the quiz elements are not represented as a layer so I'm wondering if by default Captivate considers them to be the priority layer, which could be causing my problem.
