Urgent need for an experienced captivate 9 developer (freelance)

I am currently looking for an ID and developer who knows the ins and outs of adobe captivate 9 - for long-term collaboration. We've been using articulate storyline, but it is not a suitable tool for a new client, who needs mlearning & a responsive design. We need to develop a full prototype (approx. 50 min. of content) and deliver by Dec. 8th. Once this has been approved, we'll need to develop approx. 60 modules thereafter, localize them into 9 languages, then develop additional modules for new products and content over the next 3 years. 

Native English a must (or at least C1 level). German and/or other second languages a plus.
