user hasn't got option to donwload captivate licence

even if she has license as seen in primary conatct tool

hi, primary admin Ela Molek see Mucko Zvezdana (user) as normal user of captivate license, but Mucko Zvezdana has in her portal only option to buy Captivate license and not to download it. Why is that? Please help. thank you, Ela
