Users are getting message to update Flash Player

But the users are almost at the current version. There must be a Flash setting to allow older versions to work or at least not the most current.

    Hmmm, that one's a puzzler. I was wondering if it might be something like 3 or 4 and maybe the Flash Player is just "too new" for the Captivate to recognize. I know that has started happening with older versions of Captivate where it simply won't start because of this reason. But I believe yours would be the first report I've seen where a published project might behave that way.

    You should probably consider submitting a bug report to http://www.adobe.com/go/wish and see if they come back to you with a suggestion.
