Using the Glossary interaction in Captivate 6

I am trying to create a glossary that is available on all slides by adding it once and using the "rest of project" setting for the object timing. HOWEVER, for this object, the "Place object on top" is disabled. The result is on all slides (except the slide it is on), the glossary appears behind the current slide's objects. The "Place object on top" is needed so the glossary rises to the surface.  How can I get action to occur? FYI, the glossary is not visible until a glossary button is clicked. Then I use Advanced Actions programming to make the glossary visible.
