Visible Form Field to appear at the bottom of the Text Field instead of on top

Is it possible to have the Visible Form (Tool Tips) appear at the bottom of a Text Field instead of on top?

Currently, the Form Fields appears on top overlaping the Field questions which are also located on top of the Text Fields.
