web object dosen't load when publish the project as HTML

I can only guess. The problem you are having is pretty general and vague. It probably has nothing to do with Captivate. Also not with Scorm Cloud, I reckon.

But I believe you, the problem is real. Can you tell us a bit more about the kind of web-object you try to publish/load? Is it a web page, or an Animate animation? Is it something which is hosted somewhere Internet-wise on some server?

The message accounts.google.com refused to connect suggests that it might be something that lives on your Account Storage on Google. Please provide more details.

If you are publishing to HTML5, to what location are you publishing this project?  Are you publishing to a local drive folder, or some other location?
