What is this button?

Hello. Does anyone know what this button is for in the object states panel (see image below)? It's always disabled and it does not display a tooltip when I hover over it. Any help would be appreciated!

    If you select the plus icon next to it and Add a new Object State to the object then that arrow icon becomes active. It lets you hook state changes for the object to other objects in the scene (eg, click on some other button in the scene and it'll change the state of this object to another state).
