What program is need to create Interactions in CP2017?

If I want to work with my Communications or IT Department to have them develop more interactive content to pull into CP17, what software program would they need to use (i.e. Flash, etc.)? I don't know anything about that type of stuff - I hope my question makes sense. Thank you.

    Personally I only create interactivity with Captivate functionality. You can create OAM (HTML5 animations) using Animate CC and use JavaScript to exchange with Captivate. Wonder what you exactly need. Have a look at these short examples:

    I can do drag and drop and use the existing learning interactions, but even with your examples, I don't know how to make all of that happen. I guess JavaScript would be the program I would tell them to use then. There is a lot I can do in Captivate, but there are times when I want more customized interactions that I can't create on my own.
